It was still cold in March in Jingex. The light rain deepened the coldness and chilled Shelly Dunn to the bone.

She stood at the entrance of the County Clerk's Office and watched as a passer-by held an umbrella and walked past in a hurry.

Five minutes ago, she called her fiance, Matt Jenkins, and asked him when he would arrive.

Today was the day they got their marriage certificate.
